More traffic coming to Burnet Road

It will come as no surprise to anyone living or driving along the stretch of Burnet Road from 2222/Koenig lane south to North Loop that traffic is heavy and often problematic. This section of Burnet Road is much more narrow than the rest of Burnet to the north of 2222/Koenig Lane leaving no room for turn lanes and no buffering distance for pedestrians or cyclists. Development of residential and business properties has increased dramatically along this stretch and brought additional traffic. One development scheduled for completion by November 2013 is the 179 unit apartment complex, Burnet Flats, being built between Adams Ave and Clay in the Brentwood neighborhood. The only ingress and egress from this development is on Adams Ave, a 27 foot wide residential street. This project was approved by the city in spite of the fact that it will increase traffic on Adams Ave from the current 560 trips per day to 1,760 - a 215% increase.

As a resident on Adams Ave with 3 small children, I am concerned the increased traffic will present a significant spike in the life safety risks in the immediate neighborhood along Adams, Ullrich and Clay. A small group of residents from this area and the Brentwood Neighborhood Association have been working with the city staff and the developers of Burnet Flats (Ardent Residential) to address the immediate traffic concerns. Ardent has offered to pay for a signal at this intersection in recognition of the traffic impact on the neighborhood. The city staff has continually been opposed to having a traffic signal along this stretch of Burnet saying it is not "warranted". However, they may reconsider.

In mid-January a meeting was held with the city transportation staff to seek traffic solutions. A key aspect of the discussion focused on traffic calming and installing a traffic light at the intersection of Adams and Burnet. The goal is to encourage Burnet Flats traffic to use the Burnet/Adams intersection rather than to cut through the neighborhood to find places to get onto Burnet or Koenig lanes. If you have ever tried to use this intersection you know that it is a harrowing experience to turn left or right onto Burnet due in large part to the non-perpendicular angle of the approach to Burnet and the fact that there are very few gaps in the traffic that come barreling north and south on Burnet. The stretch from Northland to North Loop is the longest space between signals that exists when you look at traffic signals between 2222/Koenig and Hancock. Because of this distance, city staff refers to the Northland to North Loop section as a "bowling alley" (with us pedestrians as the pins).

At the January Allandale Neighborhood Association (ANA) Executive Committee meeting, this situation and the possibility of a signal at Adams and Burnet was presented by me and Don Leighton-Burwell from the Brentwood Neighborhood Association. Representatives from ANA were invited to participate in discussions with the city to do two things - to come to a decision on having a light at this intersection and to engage in a discussion of area-wide traffic planning. On February 1st, a follow up meeting was held with city staff and representatives of both neighborhood associations. Discussion of the proposed signal and traffic planning for the area has begun and follow up with the transportation engineers is scheduled to occur in the next few weeks.

From my perspective we have gained the attention of the appropriate people from the city. The challenge will be to quickly come up with acceptable solutions and get the city staff to implement those solutions. There is a risk of missing this opportunity to make traffic improvements along this stretch of Burnet Rd due to prolonged planning, analysis, and inability to arrive at a consensus on viable solutions to present to the city. PURPOSE OF MEETING

The City of Austin is sponsoring a community meeting to provide an opportunity for the applicant, neighborhood planning contact team, nearby residents/property owners and any other interested parties to discuss the proposed plan amendment and zoning case.


CASE SUMMARY

NPA-2011-0018.01—The applicant has requested a change in the future land use map (FLUM) from MIXED USE/OFFICE to MIXED USE.

C14-2011-0017—The applicant has requested a zoning change from LO-MU-NP and LO-MU-V-NP (Limited Office-Mixed Use-Neighborhood Plan) and CS-MU-V-CO-NP (Commercial Services-Mixed Use-Vertical Mixed Use-Neighborhood Plan) to LR-MU-CO-NP (Neighborhood Commercial—Mixed Use– Conditional Overlay—Neighborhood Plan) to expand an existing outdoor pottery and plant nursery sales business.

APPLICATION PROCESS

After the community meeting is held, the proposed plan amendment and zoning case will be reviewed and acted upon at two public hearings, first by the Planning Commission and then by the City Council. The Planning Commission will make a recommendation and the City Council will make the final decision to approve or deny the request, or approve an alternative to the amendment requested. The public will be provided an opportunity to comment at both public hearings. A notice with the date, time, and location of these meetings will be sent at a later date.

LAND USE DESCRIPTIONS

Existing Land Use: Mixed Use/Office—An area that is appropriate for a mix of residential and office uses.

Proposed Land Use: Mixed Use—An area that is appropriate for a mix of residential and non-residential uses.

ZONING DISTRICT DESCRIPTIONS

Existing Zoning: CS -- General Commercial Services district is intended predominately for commercial and industrial activities of a service nature having operating characteristics or traffic service requirements generally incompatible with residential environments.

LOLimited Office district is the designation for an office use that serves neighborhood or community needs and that is located in or adjacent to residential neighborhoods. An office in an LO district may contain one or more different uses. Site development regulations and performance standards applicable to an LO district use are designed to ensure that the use is compatible and complementary in scale and appearance with the residential environment.

MU -- Mixed Use combining district is intended for combination with selected base districts, in order to permit any combination of office, retail, commercial, and residential uses within a single development. Allows development of all types of residential uses, including single-family residential, multifamily residential, and townhomes.

V or VMU – Vertical Mixed Use building integrates 2 or more land uses in one building with a strong pedestrian orientation.

NPCD or (NP)Neighborhood Plan combining district is a zoning overlay used to implement a neighborhood plan that has been adopted by City Council and to allow certain special “infill” options. The term infill refers to “filling in” vacant parcels of land within a neighborhood.

Proposed ZoningLR -- Neighborhood Commercial district is intended for neighborhood shopping facilities that provide limited business services and office facilities predominately for the convenience of residents of the neighborhood.

CO -- Conditional Overlay combining district may be applied in combination with any base district. The district is intended to provide flexible and adaptable use or site development regulations by requiring standards tailored to individual properties.

VMU Development Proposed in Brentwood


ALERT/UPDATE: We will have another meeting with the Developers on Thursday, April 21st at 6pm at 5350 Burnet Road (meet outside along Burnet in "paseo" next to leasing office). If you are interested or affected by this project, please plan to attend this important follow-up meeting. It will be the principal venue to have your concerns heard regarding the zoning and related land use issues at the onset of this proposed project. For more information, see post that follows...

See the map above; the section shown outlined in blue is portion of the tract seeking re-zoning. The yellow outlined area is already zoned for Vertical Mixed Use (VMU).

We met with the applicant (Ardent Development) at last week's Steering Committee meeting where they made a presentation and answered questions. They recently completed a vertical mixed use development at 5350 Burnet Road, which will be of similar scope and scale as the proposed development. They also did the project called Post West Austin at 4330 Bull Creek (visible from MoPac). See their website at:

IMPORTANT: We are seeking input from residents on Clay and Adams (in particular) to voice any concerns they have NOW before the neighborhood association takes any formal action. The applicant is willing to have another meeting with concerned neighbors (in addition to meeting already held) to address any issues that might be forthcoming. To view current crime statistics in Brentwood, you can use CrimeSpot, a web-based map that gets crime info from APD (Austin Police Department). Great resource to view "pockets" of crime and troublesome areas in our neighborhood.

COA: One Stop Shop Development Services

The Planning and Development Review Department has created a new website for the One Stop Shop for Development Services. The new website is located at:

We are currently testing the new site, and ask for your feedback. If you have any suggestions on how we can improve navigation, or provide better information, please let us know by completing the short survey linked on the front page of the site by April 15th. User navigation on this website will be tracked to assist in the redesign of the City's overall website.

With your assistance, we hope to create a more user-friendly and accessible website for the community.

COA: On-line Community Engagement

The City of Austin has launched a new online service to enhance community engagement and provide a forum for residents to offer suggestions on how to improve the way the City does business.
The new Web portal, www.speakupaustin.org, is a moderated online discussion forum where residents can offer ideas and comment or vote on the ideas provided by others.The website enables users to contribute ideas on any subject, by answering the question, “How can you make it better?”
Users can suggest a new service, a service improvement, a policy change or other recommendation. It also invites users to visit subject-specific forums on topics the City is currently exploring.
The Communications and Public Information Office will provide oversight to ensure comments remain civil, as would a facilitator at an in-person meeting.

Neighborhood Watch in Brentwood

For years, the City of Austin and the Austin Police Department have had in place a citizen-based form of community policing called "Neighborhood Watch". This highly effective crime deterrent is based on folks getting to know their neighbors and looking out for suspicious activity in the neighborhood. It's been a great way to build community by connecting each of us to the people who live on our block and by creating a safer, more vigilant neighborhood.

It's our goal in 2011 to reinstate Neighborhood Watch on blocks that have had it in place, but for various reasons have let maintenance of the program lapse, and it start Neighborhood Watch on blocks that have not experienced it's value. Ultimately, we want to have every block in Brentwood to have an active and vital watch program, and to maintain a list of all Block Captains for better neighborhood-wide communication.

We thank Lindsay Schwarz for her willingness to pull this information together and also, for starting a watch program on her block!

Remember, we all benefit from our willingness to reach out to our neighbors, getting to know them and having a vested interest in their safety (as well as our own). Step up today and be the block captain on your street! We all win when we can rest easy knowing that our neighbors as concerned about our welfare, as we are about their's!

It's My Park Day at Brentwood Park brings out the neighbors!

BIG THANKS TO OUR VOLUNTEERS! Last Saturday's It's My Park Day at Brentwood Park was a smashing success! It looks like we had over 65 people come out to help, which even surpasses the numbers we had for last fall's tree planting event. We spruced up the planting beds near the pool and the sign on the east side of the park, distributed dillo dirt and mulch to trees around the park, cleaned up graffiti, and -- thanks to an especially great turn out from Paragon Prep -- revitalized the volleyball court. Extra thanks to Paragon Prep for providing a brand new volleyball net. Really impressive how much work was accomplished in such a short amount of time.

If you were there but didn't sign in at the check-in station or if you brought kids but didn't sign them in, please let me know so I can update my attendance numbers for my report to the Parks Foundation. Accurate attendance numbers are critically important for them. Also, if you didn't get a t-shirt or the t-shirt you got was the wrong size, let me know. I was able to pick up a handful of t-shirts when I returned the water jug to the Parks Foundation warehouse so I can get a shirt to you.

Lost and Found department: two plastic child's digging tools (found near the volleyball court) are in my possession. If these sound like they belong to you, please let me know.

Mark your calendars! The next It's My Park Day is scheduled for March 3, 2012. I'll bet we can beat this year's turnout and have even more fun! Friends of Brentwood Park will have at least one more park work day between now and that date and we will let you know when that will be.

Car2Go is expanding it's operating area to serve ALL of Brentwood on March 20, 2011! Currently service stops at Koenig Lane, but with the additional twenty (20) square miles, it will include all of Brentwood and Crestview up to Anderson Lane. Brentwood Neighborhood Association represents you, so it is vitally important that you join us for our annual general membership meeting to be held on Wednesday, February 23rd beginning at 7:00 pm at the North Austin Lions Club at 1103 Justin Lane. We will be electing this year’s officers and steering committee; our current slate of Officers is: Don Leighton-Burwell (President), Scott Freng, (Vice President), John Halaburt (Secretary) and Angie Ward (Treasurer). Our nominations for Steering Committee include: Gail McDonald, Pam Leighton-Burwell, Laton Carr, Monte Smith, Bill Morgan, Dale Henry, and Elizabeth Freng. We will also take nominations from the floor and are always looking for volunteers.

We will be reviewing BNA accomplishments (Luminarias, Labor Day Parade, Erosion Control Project, Zoning/Variances/Planning Priorities, Park Projects, Police Relations/Neighborhood Watch, etc.) during the past year and discussing neighborhood issues that will be affecting us in 2011.

Welcome to the all new BNA website.

This is the first step in the process of modernizing the web presence for our neighborhood and building a stronger community of involved citizens. Please take a moment to bookmark our new site, so you can return soon. We will be adding regular content and blogging about what is happening in our neighborhood. We hope you will follow our progress in creating a more dynamic web presence that augments our other neighborhood resources (Yahoo e-group and Newsletter) and the great work that volunteers are doing everyday.

The BNA Bylaws state that the Purpose of our organization is to..."promote and protect the quality of life, safety, residential characteristics and property values of the neighborhood primarily, and all neighborhoods generally." We believe that this evolved web presence will help us meet these commitments and achieve wonderful things in the future.
